Strategic Leadership for Hybrid Human–AI Workforce

The rapid adoption of artificial intelligence (AI) is transforming organizational structures by creating hybrid work environments in which human employees and intelligent systems collaborate to perform strategic and operational tasks. While existing research has extensively examined AI adoption, algorithmic management, human–AI collaboration, and ethical AI governance independently, limited attention has been given to the role of strategic leadership in orchestrating these interconnected dimensions within a unified workforce management framework. Current studies often emphasize technological implementation or workforce automation without providing comprehensive mechanisms for balancing human expertise, AI capabilities, organizational governance, and leadership-driven decision-making. To address this research gap, this paper proposes the Strategic Leadership Framework for Hybrid Human–AI Workforce Management (SL-HAI), an integrated model that combines strategic leadership evaluation, hybrid workforce capability assessment, AI governance, and intelligent task allocation to improve organizational effectiveness. The framework introduces a Hybrid Workforce Capability Index (HWCI) to quantify the combined strengths of human employees and AI systems, while a strategic leadership model guides decision-making using organizational vision, governance effectiveness, change management capability, and decision quality. A simulation-based quantitative methodology utilizing publicly available workforce and AI adoption datasets is employed to evaluate the proposed framework. Experimental results demonstrate that the proposed approach achieves superior organizational performance, workforce productivity, employee engagement, strategic agility, governance compliance, and decision quality compared with conventional workforce management strategies. The findings indicate that effective leadership is a critical enabler of successful human–AI collaboration, ensuring that intelligent automation enhances rather than replaces human capabilities. By integrating leadership strategy, responsible AI governance, and workforce optimization into a single decision framework, this research contributes a scalable and governance-aware model for managing next-generation hybrid organizations and provides practical guidance for enterprises pursuing sustainable AI-enabled digital transformation.
