Abstract

Material Recovery Facilities (MRFs) play a critical role in enhancing municipal solid waste (MSW) management by recovering valuable materials for recycling. This study evaluates the operational performance of 12 Material Recovery Facilities across four major metropolitan regions in India, involving 1,847,500 tonnes of processed waste over a 24-month period. The research assessed sorting efficiency, contamination rates, recovery yields, and economic viability through a mixed-methods approach combining quantitative performance metrics and qualitative operational analysis. Results indicate an average material recovery rate of 68.4% across facilities, with paper and cardboard achieving the highest recovery efficiency at 84.2%, followed by plastics at 61.7% and metals at 73.5%. Contamination levels varied significantly (12.3% to 28.7%), directly impacting marketability of recovered materials. Facilities employing advanced optical sorting technologies demonstrated 19.3% higher recovery rates compared to manual sorting operations. Economic analysis revealed a cost-to-revenue ratio of 1:2.8 across surveyed facilities, with recycling value recovery generating ₹4,287 crores annually. The study identifies infrastructure gaps, operator training deficiencies, and market inconsistencies as primary constraints limiting MRF performance optimization. Strategic recommendations include technology upgradation, systematic quality control protocols, and integrated waste collection systems to enhance resource recovery potential by approximately 23-28%. These findings provide evidence-based insights for urban local bodies and waste management authorities to optimize MRF performance and achieve circular economy objectives.
